A site that gets visitors but too few enquiries is a different job from building a new one: measure what goes wrong, order it by what pays back most, and rebuild only that. There is no starting price on it, because the scope depends on what is already there. The audit is free.

Yes, and it happens often. Some people start with one page and extend to a full website later, others start in the middle and grow into a webshop. You pay the difference and the work already done stays. You never start over.
I host it, and that is part of the build. Changes after that run through a maintenance retainer. What it costs I set per client, because one needs ten hours a month and another needs half an hour, and one fixed figure for both always lands wrong for someone. So you get a price that matches your actual amount of work. If you would rather arrange it all yourself, you get every file and put it on your own hosting. Support then falls outside the price.

Yes, wherever in the world your business is. Any country, no exceptions. All the work is remote, so your location makes no difference to the result. The one thing I never do is visit in person, not even locally. Dutch or English, both fine.
Your text and your photos. In practice that is the only thing projects ever stall on. If you do not have them, I write a first version for you to correct, which is far quicker than starting from a blank page.
